Deputy of the Odesa Regional Council from the OPPOSITION BLOC Iryna Kovalish said about this in a live talk show "Quorum" on the "Reporter" TV channel, commenting on the true motives of the current authorities to introduce a new procedure for processing a subsidy for utility bills.
According to her, such phenomenon as subsidy is a sign of underdevelopment of the state economy, where there is a huge gap between the sizes of housing and communal tariffs and the extremely low paying capacity of the population.
"In Ukraine, out of 15 million households, almost 10 million before May 1 were recipients of housing and communal subsidies. The 70 billion hryvnias pledged in the State Budget-2018 to subsidize the population are not half funded by actual financing. Therefore, through additional bureaucratic obstacles, the authorities are trying to artificially reduce the number of recipients of this type of assistance. Well, the most depressing thing is that, by tightening the procedure for receiving subsidies, the government abdicates its social protection obligations for low-income citizens, who are now in Ukraine a majority," Iryna Kovalish said.
According to the representative of the opposition, to date, the total debt of the population for consumed utilities has exceeded 40 billion hryvnia, and the number of subsidies for the past four years has grown 5-fold. At the same time, the Cabinet can not fulfill its budget obligations to pay subsidies in full. So, residents of the Odesa region today have received less than 210 million hryvnias from the state for subsidies that were designated as far back as 2017, and by the end of the year the region will require additional 500 million hryvnia for full calculations. Deputies of the Odesa Regional Council from the OPPOSITION BLOC for the next June session prepared another appeal to the leadership of the country with a demand to fully provide the region with appropriate financing.
"Given the colossal accumulated debts of the population for consumed utilities, the disruption of payments of subsidies, the humiliating low incomes of the population and the lack of a competitive environment in the market of housing and communal services providers, the statements of the incumbent authorities on launching the process of monetization of subsidies from 2019 will remain only a declaration that once again will underscore the impossibility of the current leadership of the country to effectively manage the state, especially in the interests of Ukrainians," Iryna Kovalish said.
Recall that on May 1, 2018, there is a new system of registration of subsidies in Ukraine, according to which all members of the family, regardless of residence permit, file financial information on income, and citizens whose area of apartments and houses exceeds 120 square meters and 200 square meters, respectively, automatically lose subsidies.
