The MPs from the OPPOSITION BLOC have registered the draft Resolution on the appeal of the Verkhovna Rada to the Cabinet of Ministers with a demand to take urgent measures to reduce prices and tariffs for housing and communal services and strengthen social protection of citizens.
The authors of the Resolution are the Co-Chairmen of the faction Yuriy Boyko and Oleksandr Vilkul, MPs Serhiy Lovochkin, Oleksandr Nechaev, Yuliy Ioffe, Andriy Galchenko, Serhiy Dunaev, Serhiy Larin and Dmytro Shentsev.
The oppositionists draw attention to the fact that in the context of the financial and economic crisis, the increase in prices and tariffs for housing and communal services has led to a rapid decline in the quality of life of citizens. The rise in prices and tariffs in the housing and communal sector are not taken into account when calculating the existing subsistence level, on the basis of which pensions and social benefits are calculated. In addition, the price of own gas for the population is overestimated by more than two times, which is confirmed by the annual accounts of the National Commission for state regulation in the energy and utilities and PJSC “Ukrgazvydobuvannia” about the work of the gas sector.
The government is obliged to take urgent measures to reduce prices and tariffs for housing and communal services and household gas and electricity consumed in everyday life.
The resolution proposes to establish that housing and communal services to be paid by consumers-individuals at prices and tariffs approved as of January 1, 2014. From the same period, it is necessary to prohibit the accrual and collection of penalties from citizens for untimely payment of fees for housing and communal services.
Funds collected in the form of penalties for housing and communal services for the period from January 1, 2014 before the entry into force of this Decree are credited to future payments for housing and communal services.
To carry out the recalculation of the cost of housing and communal services, natural gas and electricity for consumers at prices and tariffs approved as of January 1, 2014.
Approve the procedure for returning the overpaid funds to consumers, or their transfer as advance payments in payments of subsequent periods.
Develop a procedure for compensation of losses to housing and utilities suppliers.
To establish that for citizens residing in the territories of administrative-territorial units of Donetsk and Lugansk regions that have lost housing as a result of hostilities or did not receive housing and communal services because of their inability to provide them, payment for housing and communal services, penalties and other fines sanctions for non-payment (untimely payment) for housing and communal services are not accrued until the full restoration of the relevant housing or provision of other housing, or until the period when housing and communal services is provided.
For citizens who have become internally displaced as a result of hostilities and who have lost their housing, or being registered as internally displaced persons, do not have the opportunity to use housing, and did not receive housing and communal services due to this circumstance, payment for housing and communal services, fines and other penalties for non-payment (untimely payment) are not accrued until the full restoration of the relevant housing or provision of other housing, or during the period before returning to permanent residence and restoring the use of housing and communal services.
