Because of the fighting in the Donbas, which continues for the fifth year, there are 1.5 million IDPs in Ukraine. The state reports on the work done concerning these citizens. In fact - it's just naked words. Despite all the promises of the authorities, the problems of settlers are being resolved very slowly or in no way. They face problems of accessibility of housing, shortage of jobs, pensions and social payments, registration of documents, registration of residence and the like.
The situation was discussed in Sumy during a round table, which was held with the participation of public organizations and representatives of political parties. The chairman of the regional organization, the head of the OPPOSITION BLOC faction in the Sumy Regional Council, Oleksandr Strelchenko, noted that today Ukraine is positioning itself as a European state. "In this case, the government should review the policy of protecting the rights of displaced citizens and bring the regulations into line with the norms of international and national law, as well as the standards of the United Nations and the Council of Europe. So, today our colleagues in the Verkhovna Rada registered the draft resolution of the Verkhovna Rada No. 8255 "On Urgent Measures to Address the Problems of Internally Displaced Persons and Citizens Living Near the Line of Contact", but the authorities are not in a hurry to consider it," he said.
More than 11 thousand immigrants now live in Sumy region. While last year there were more than 16 thousand of them. People return under fire to the occupied territories, not finding a solution to their problems. According to the Department of Social Protection of the Sumy Regional State Administration, less than half of the internally displaced persons receive social targeted assistance for living and paying for communal services.
Significantly less funds and on charitable accounts of the Department of Social Protection. In 2015, the settlers received 245 thousand UAH, Now only 4 thousand UAH. Housing at the expense of public funds was purchased only by two families.
Oleksandr Strelchenko emphasized that the most important thing now is to stop the war. But this is not in the power of local deputies. Therefore, he suggested that those present should write down all the proposals and send them to the highest state authorities with the appropriate protocol. "At the regional level, our faction will initiate the creation of a regional program for the protection of immigrants. That they were protected at least in the territory of Sumy," the deputy stressed.
The opposition believes that it is necessary to re-register all the settlers and develop a multifunctional register to know the exact number of those who were forced to flee from the war into peaceful territory. It is necessary to make the system of financial assistance transparent from international donors and the state transparent to solve the problems of immigrants. It is necessary to solve the problems of housing, employment, business support and demand a bill that will allow migrants to participate in elections on a par with all citizens of the country.
"But to achieve real, tangible results, we need systematic work and political will. Unfortunately, our government does not have them, "the politician noted.
Concerning the suffrage, Oleksandr Strelchenko believes that the authorities deliberately deprive the settlers of the right to vote. "The authorities are afraid that IDPs will vote for its opponents, so they try to limit them in the electoral law with all their might. And this trend, unfortunately, is unlikely to change until the elections, as pro-government politicians are extremely interested in reducing the number of "unreliable" voters," the deputy concluded.
