The OPPOSITION BLOC demands the repeal of the Cabinet of Ministers’ Decision No. 365, because of which 500,000 Ukrainian citizens who are in uncontrolled territory are deprived of the opportunity to receive a pension. MP from the OPPOSITION BLOC Oleksandr Dolzhenkov said this during a briefing in the Verkhovna Rada on Wednesday, March 14.
He recalled that at one time the government of Yatseniuk came up with the know-how: 1.5 million pensioners living in uncontrolled territory will be able to receive a pension if they receive certificates. "People have issued these certificates. But the authorities, having found out that the expenses for the maintenance of this category of citizens are very significant, decided to introduce a new, more humiliating verification procedure. After the adoption in 2016 of the Cabinet of Ministers' Decision No. 365, pensioners were required to prove that they permanently reside in a controlled territory. Of course, very many citizens of Ukraine who live in uncontrolled territories cannot leave their homes, so they received a pension crossing the line of contact," the parliamentarian said.
"After the adoption of this Cabinet’s decision because of the humiliating verification procedure, 500,000 Ukrainian citizens were deprived of the opportunity to receive a pension. In addition, 200,000 pensioners living in an uncontrolled territory do not receive a pension as early as 2014. And this is the concern of the current government about these citizens? And how can we even talk about the reintegration of the Donbass, when the current government, in fact, does not care about the interests of these people? They are thrown to the mercy of fate," Oleksandr Dolzhenkov was indignant.
The politician noted that the faction of the OPPOSITION BLOC filed an application to the Constitutional Court regarding the unconstitutional decree of the Cabinet of Ministers No. 365. "In general, there are more than 20 of our representations in the Constitutional Court. We appeal to the Constitutional Court not to hamper the process of considering these views. We urge the authorities, if she has at least a drop of conscience, to abolish the said decision. The verification procedure is humiliating, and many people are physically unable to prove their location in the controlled territory," the MP stressed.
"We also call not to resort to the practice of calling statements on savings on these pensioners. The Pension Fund claims about saving 13 billion UAH. Means the government annually saves 13 billion UAH on their own citizens. Here is such a state policy and concern for residents of uncontrolled territories," Oleksandr Dolzhenkov summarized.
