The Head of the OPPOSITION BLOC faction, the Chairperson of the Standing Parliamentary Commission on Social and Humanitarian Issues in the Zhytomyr City Council Natalia Leonchenko stated this on the Open Studio program on the SK1 TV Channel.
The subject of the broadcast was the thermo-modernization of Zhytomyr preschool educational institutions at the expense of the Swiss project SEKO – for more than 30 million Swiss francs five kindergartens are being comprehensively insulated. However, from the very beginning not everything went smoothly.
“It all started with a scandal when they started cutting off heating devices in 2017 and did not have time to install new ones before the start of the heating season. Last year we already did retreats in kindergartens, looked at the quality and timing of work, compliance and schedules. What did we see? Complete mismanagement, complete disregard for their duties as a contractor and the despair of the heads of the gardens. The facades were insulated after the thermal modernization of the walls, children's bedrooms were in the mold, and some rooms were left without heating devices at all,” Natalia Leonchenko said.
According to her, the contractor ignored all invitations to relevant social and humanitarian commissions and the budget, although they began to call him back in 2017. Natalia Leonchenko is also impressed by the indifference of the Swiss side.
“The city has no authority to terminate these contracts, because this is an international project: Switzerland held a tender on its own and directly entered into an agreement with the winner. Now the owner of the funds does not allow us to apply sanctions or terminate the contract with the contractor. The situation is horrified by the fact that from now on, the other kindergartens of Zhytomyr do not even want to hear about thermo-modernization. The idea itself is completely discredited,” the oppositionist said.
“Our faction is very indignant. At an extraordinary session of the Zhytomyr City Council in early September, I initiated an inspection of all educational institutions that are insulated with credit funds. As we can see, the results are not yet encouraging. In addition, the lack of professionalism and irresponsibility of the contractor will have consequences for the city budget in 2019, if all the work is not completed before the end of the current one. And this, unfortunately, will not really happen, because the two kindergartens did not allow opening the roof at all - it is logical not to do it in the autumn-winter period. Therefore, next year the city, I hope, with the new contractor at its own expense will end the thermalization of the Zhytomyr kindergartens,” Natalia Leonchenko concluded.
