The Head of the OPPOSITION BLOC faction in the Zhytomyr City Council Natalia Leonchenko stated this, addressing the representatives of the Inter-Factional Deputy Association “Women. Peace. Security”, which was held in Zhytomyr.
“The very first steps of the medical reform testify to the complete failure of this venture. Medical institutions were unprepared for contractual relations. Most hospitals have too weak a material and technical base, do not have access to the Internet. This is especially acute in rural areas. It adds fuel to the fire and the fact that the content and refurbishment of primary health care facilities has been “hung” on local budgets,” the deputy noted.
Natalia Leonchenko stressed that the medical sphere is critically under-funded and this, sooner or later, will affect the entire health care system. The fact that the health workers did not wait for the promised increase in wages and in question, whether they will receive a salary at all by the end of the year, can significantly increase the staff deficit.
At the same time, patients suffer. Double-digit inflation, together with devaluation of the hryvnia, which is characteristic for 2018, stimulate the growth of prices for medicines, making them inaccessible to the general public. And because of poor administration of the reimbursement project, the population does not receive the necessary assistance from the state to buy medicines. Indicative is the fact that 750 million hryvnias allocated for the “Available medicines” Project last year were mastered by 80% because of the disinterest of pharmacies that constantly faced with failures in the return of funds from the state.
“The actions of the Ministry of Health to reduce the volume of primary care are antisocial. The decision to cancel the call of the doctor at home our “reformers” wrapped up of allegedly modern European practices. However, it is clear that the issue of infrastructure and logistics. Or rather – in their complete absence. Ukrainian medicine is doomed, because a new health care system was built, without laying a solid foundation and without a professional team,” Natalia Leonchenko stressed.

Security”, MP from the OPPOSITION BLOC Natalia Korolevska suggested to women of Zhytomyr region who work in the healthcare sector and from inside to see all the shortcomings of innovations, write an appeal to the government with a view to delaying the introduction of the second level of medical reform.
