Deputy Prime Minister for Social Policy of the Opposition Government, MP from the OPPOSITION BLOC Natalia Korolevska during the meeting of the Opposition government gave a harsh assessment of the demographic situation in the country.
"Today in Ukraine to give birth and raise a child, and not just one - has become a real act, equal to a feat, an example of true patriotism. Four years ago, the country had the most progressive program to support the birth rate - today it is revised and nothing is accepted in return. The power seemed to set a goal to reduce the population of the country," Natalia Korolevska said.
A comparative analysis of the level of protection of childhood and maternity in 2013 and 2018 shows that the country has a catastrophic demographic situation. Over the past 4 years, the number of children in the overall structure of the population has decreased by 345,000 people - this is the cumulative population of cities such as Zhytomyr and Berdychiv. The death rate in the country is 1.5 times higher than the birth rate - this is the worst indicator among European countries.
Budget spending on social benefits for families with children has declined by 3 billion dollars over the past four years: from 5 billion in 2013 to 2 billion in 2018.
Catastrophically reduced payments for the birth of a child: the first - 2.5 times, the second - 5 times, and the third - 10 times. Single mothers generally were deprived of state benefits, while abolishing childcare assistance in principle.
These figures show the real attitude of the authorities to the children and mothers of Ukraine.
"We often hear from the authorities - there is no money. And the question arises: "There is no money for whom and for what?". The government finds money for huge salaries to heads of state corporations, on endless repairs of palaces and erection of new monuments. Even to repair the dome of the Verkhovna Rada 7.5 million hryvnia were found. That is, there is no money only for children, veterans, pensioners, all other socially unprotected groups, which the authorities today simply drive into poverty. But if we talk about social justice in the issues of protection of veterans and pensioners, then we are talking about the future of our country in the matter of protecting childhood and motherhood," Natalia Korolevska stressed.
"Special attention is required by children living in the zone of armed conflict in the east of the country. For two years, the OPPOSITION BLOC has sought from the Cabinet of Ministers to adopt a resolution to grant the children of the "gray zone" of Donbas the status of a child who suffered from fighting in the east of Ukraine. Today, these children require a comprehensive solution to this issue, beginning with psychological, humanitarian, social and ending with material assistance. In addition, the draft resolution of the Parliament on urgent measures for restoring adequate social protection of families with children, ensuring the protection of motherhood and childhood, as well as overcoming the demographic crisis, which on May 15, 2018 was signed by all parliamentary factions, is ready.
Voting in the Verkhovna Rada for this resolution will be a test for this parliament in its readiness to take strategically important decisions for the country.
The government and the Verkhovna Rada are announcing the implementation of pension, educational and medical reforms, which will result in children deprived of the opportunity to receive quality education and sick parents who, according to the authorities, should not survive to retirement. Tell me, how did it become possible that in Ukraine, a country that as early as 1996 the World Health Organization was declared free of poliomyelitis, there was an outbreak of this disease? In addition, we hear about the epidemics of measles, chicken pox and the lack of vaccines for these diseases. Ukraine is rapidly returning to the Middle Ages - to midwives, traditional healers and the treatment of all diseases by plantain.
We do not have the right to simply observe this situation and state the fact of an impending demographic catastrophe. Together with mothers with many children and participants of the National Platform "Women for Peace", we have prepared a package of "children's" draft laws. These draft laws are supported by all the parliamentary committees, ministries and many people's deputies, but today they are blocked by the pro-government coalition and the speaker of the parliament. We are aware that point solutions in the current situation will not help, we need clear and pragmatic strategic steps that will correct the situation, protect the mothers and children of Ukraine. This is our future and our main task!" Natalia Korolevska said.
