The reasons for the dismissal of Filatov’s assistants are not only in stealing budgetary funds and carrying out rigged tenders, but in systematic rudeness toward the townspeople.
Following the removal of Gennadiy Glyadchishin, Vyacheslav Mishalov may lose his post and previously convicted for robbery Deputy Mayor of Dnipro Mikhail Lysenko.
Commission for Ethics, Maternity, Childhood and Partnerships of the Dnipro City Council requires the resignation of Deputy Mayor of Dnipro Filatov - Mikhail Lysenko. The corresponding protocol of 05.12.2017 No. 25 was announced at the session of the City Council.
The deputy of the State Council from the faction of the OPPOSITION BLOC, Serhiy Sukhanov, noted: "For the leadership positions in the mayoralty appoint ineffective municipal managers who want to develop the city, and "looking" – those who conduct the adjusted tenders, as a result of which the mayor and his entourage are enriched. An example is Mikhail Lysenko, in relation to whom public anti-corruption organizations handed over to law enforcement agencies materials on the removal of hundreds of millions of budget hryvna. His name is constantly featured in high-profile corruption scandals, including reprisals against political opponents, beatings and threats to a public activist, whose videos have stirred up Ukraine. Mikhail Lysenko – Filatov’s deputy with a criminal past, in every possible way demonstrates its impunity. The Mayor Filatov knows about this. Journalists, residents of the city, who demand to put an end to this, see this. The completely corrupt environment of Filatov is worth considering - he merges those who, serving his interests becomes dangerous. Personally, I'm sure Filatov also does not escape from a fair verdict."
Sukhanov noted that the head of the deputy commission Severin Marinchuk, a deputy of the Dnipro City Council from the Petro Poroshenko Bloc refused to sign the protocol of the commission meeting. He informed the other members of the commission that he was "forbidden to do this".
The systematic rudeness and insults of Mikhail Lysenko violates a number of norms that regulate the conduct of deputies and officials of local self-government. In particular, part 1 of Art. 8 of the Law of Ukraine "On the Status of Deputies of Local Councils", Article 11 of the Law of Ukraine "On Service in Local Self-Government Bodies", paragraph 6 of Section 4 of the General Rules of Ethical Conduct of Civil Servants and Local Government Officials.
Previously, the media had more than once discussed the details of what Mikhail Lysenko had served five years for plunder and robbery.
