MP from the OPPOSITION BLOC Ihor Shurma said about this during a briefing in the Verkhovna Rada on Tuesday, March 13.
He stressed that the OPPOSITION BLOC demands the release of Ulyana Suprun from the post of Acting Minister of Health. "The OPPOSITION BLOC requires the submission to the Verkhovna Rada of the draft Decision No. 5642 on the recognition of the unsatisfactory work of the Acting Minister of Health Ulyana Suprun and her release from her post," the parliamentarian said.
The oppositionist recalled that Suprun cannot prove that she has a higher medical education, since she graduated from the medical college of the University of Michigan, nor had her Ukrainian citizenship, since the original presidential decree on granting her citizenship was never made public.
According to Ihor Shurma, Ministry of Health does everything to ensure that the law on the so-called medical reform - "On State Financial Guarantees for the Provision of Medical Services and Medicines" - does not work. "It was due to enter into force on January 1, 2018. But from January 1, the money that was supposed to "go after the patient", so nowhere and "did not go". 370 hryvnia, which are allocated to the patient per year, are now actually suspended in the air," the MP noted.
"According to this law, in order to make changes in the primary link, it is necessary to allocate funds at the level of 5% of GDP. But the State Budget-2018 provides for financing at 3.5% of GDP for all medicine, including secondary and tertiary, in general for all health care expenditures. That is, money for the implementation of this anti-people so-called reform can last only six months," the politician said.
"Today, there is active agitation for the fact that it is necessary to enter into agreements with good doctors, otherwise they may not be enough. If you consider that more than 60,000 doctors left Ukraine, then what should those people do that do not have time or will not be able to conclude these agreements?" Ihor Shurma noted.
The politician stressed that today there are a lot of complaints that there are no medicines in polyclinics and hospitals. "Starting in 2016, Ukraine transfers funds abroad, so that international organizations can supply us with medicines at an affordable price in a timely manner. In 2016, 4 billion hryvnias, in 2017 - 6 billion. But at the expense of 2017 nothing happened to Ukraine at all. For the funds of 2016, only 50% were received. In 2018, no one has bought anything," the parliamentarian emphasized.
Also, according to him, the savings in international procurement are questionable. "The State Audit Service conducted an audit and found that due to overdue drugs or drugs with unusable expiration dates, the country's budget lost 135 million UAH," the opposition politician said.
He stressed that educational institutions will also suffer from the so-called reform. "There have always been nurses or doctors in kindergartens and schools. But "reform" does not provide for them either funding or the amount of work," the MP said.
