The establishment of peace and the adoption of a new Constitution with broad powers of the regions will enable Ukraine to ensure economic growth. This was stated by the Co-Chairman of the OPPOSITION BLOC, Prime Minister of the Opposition Government Borys Kolesnikov during the round table on the topic: “Ukrainian Economy: Between Utopia and Reality”.
According to the politician, the main problems of today’s Ukraine are the absence of peace and real decentralization. “Today our main task is to achieve the cessation of the military conflict and to adopt a new Constitution with a preponderance in favor of the regions. These are the two main steps to economic growth, which will really give a socially tangible result,” Borys Kolesnikov said.
According to the Prime Minister of the Opposition Government, decentralization and expansion of powers of the regions are a real way to activate economic growth. “Each region in this case, as in the United States, will be able to compete for the investor. Competition will begin between regions, cities, regions. For example, in Poland, city authorities do their best to help small businesses. They are fighting for every investor - they supply free communications, asphalt roads leading to the enterprise. In our country - on the contrary: mayors and heads of the regions are deprived the initiative. When there is a real decentralization in the country, you are interested in investments, so you will do everything to help the investor. Therefore, it is necessary to simplify the laws and transfer powers to the regions. Decision-making on issues of national infrastructure, defense, security and foreign policy should be concentrated in Kyiv,” the Co-Chairman of the OPPOSITION BLOC noted.
Borys Kolesnikov added that in recent years the country had not received investments. While it is surprising that foreigners continue to praise Ukraine. “If everything is fine in our country, why do millions of Ukrainians leave the country?” the opposition premier was surprised.
According to Borys Kolesnikov, Ukraine’s GDP will return to the 2013 level at least in 8 years, with a growing market of 10% per year. “Unfortunately, today the CIS markets are practically lost. The West is not ready to buy our products. Half of the Ukrainian economy is in shadow. This means that the state receives less than half of taxes, and salaries in the budgetary sphere are understated by half. The same applies to the Pension Fund,” the opposition politician.
“Peace and the Constitution are the basis for economic growth. With these two conditions. Without them, success will not be unambiguous. The Constitution should be simple and understandable. The simpler the laws, the easier it is to control them, the easier it is for entrepreneurs to work. There should be minimum officials, but they should receive maximum. The main thing is that no law has a double interpretation. US President Woodrow Wilson told about this more than a hundred years ago”, Borys Kolesnikov emphasized.
